Afera Kongo/Zambija bacila je svijetlo na potražnju za djecom iz zemalja u razvoju kako u Hrvatskoj tako i u drugim europskim zemljama koju mnoge beskrupulozne "agencije za posvajanje” nastoje zadovoljiti svim mogućim sredstvima. 

Za ostvarenje svog nauma okreću se uglavnom zemljama koje nisu potpisale Hašku konvenciju o zaštiti djece i suradnji u vezi međunarodnog posvojenja, koje pate od siromaštva ili rata i nemaju vladavinu prava.

Oko polovice ukupnog broja djece usvojene iz DR Kongo u zadnje 4 godine u CIJELOM svijetu - usvojeno je upravo u Hrvatsku. I to su samo ona djeca za koju se zna da su usvojena u Hrvatsku iz Konga.

Zato je toliko alarmantna činjenica da mainstream mediji u Hrvatskoj opravdavaju postupke Hrvata osumnjičenih za trgovinu djecom umjesto da pomažu u razotkrivanju potencijnog postojanja mreže međunarodne trgovine djecom u Hrvatskoj.

Slučajevi međunarodne trgovine djecom često uključuju prijevaru majki u nepovoljnom položaju da potpišu dokumente, 'kupnju' djece od njihovih obitelji, krađu djece i "pranje djece" (ljudi koji su ukrali ili na drugi način 'nabavili' djecu izvode ih na sud i tvrde da su napušteni kako bi dobili legalne papire).

Djeca koju je rat razdvojio od obitelji posebno su u opasnosti od toga da postanu žrtve trgovine djecom.

Do danas su tisuće ukrajinske djece odvedena u Rusiju. Istovremeno, stranice za međunarodna usvojenja nude ukrajinsku djecu (naravno uz plaćanje).

“Nije samo otmica djece ratni zločin, već je i posvajanje djece za vrijeme rata u potpunosti protiv međunarodnog prava.“ rekao je Bill van Esveld, pomoćnik direktora za Prava djece organizacije Human Right Watch.

Krijumčarenje i ilegalno posvajanje djece iz trećih zemalja - je trgovina djecom bez obzira na moguće iskrene namjere posvojitelja.

EU je iznevjerila djecu koja su postale žrtve trgovine ljudima kao i dobronamjerne posvojitelje koji nisu ni sanjali da će biti dio trgovine djecom.

Sve su dosadašnje rezolucije EU o ovoj temi bile u najmanju ruku neučinkovite.

Odrasla djeca koja su bila žrtve trgovine ljudima i sama počinju tražiti pravdu kako druga djeca ne bi prolazila kroz strašne traume kroz koje su prošli oni.

Evo nekoliko primjera:

  • 300 južnokorejske djece, žrtava trgovine djecom je tražilo da Južna Koreja ispita njihova posvojenja u inozemstvo (kako bi se zadovoljila sve veća potražnja Zapada za posvojenjima), i javno su podigli glas - jer žele znati istinu o svom identitetu

  • gvatemalske žrtve međunarodne trgovine djecom koje su oteei od svojih roditelja i dani na posvanje u SAD-e i Europu zahtijevaju otpečaćivanje dokumenata, istinu o svom podrijetlu i zaustavljanje međunarodnih posvojenja

  • posvojiteljske obitelji u Belgiji koje su od svoje posvojene djece saznali da su oteta biološkim roditeljima tražile su istragu i biološke obitelji svoje posvojene djece

  • posvojiteljske obitelji iz Italije su sa djecom otkrili kako su dosjei i presude o posvojenju izdane u Kongu falsificirane i da mnoga od djece imaju braću i sestre te roditelje koji ih se nisu odrekli

Budući da su se dosadašnji koraci EU da zaustavi trgovinu djecom pokazali nedovoljnima tražimo od Europske unije: 

  • Neodgodivu privremenu zabranu međunarodnih posvojenja

  • Hitni i sveobuhvatni akcijski plan za ponovno spajanje obitelji, u skladu s preporukama UN-ove: "Zajedničke izjava o ilegalnim međudržavnim posvojenjima"

  • Ponovno spajanje obitelji se može postići proširenjem postojećeg sustava Eurodaca kako bi uključivao podršku žrtvama međudržavnih posvojenja i preporučenu DNK bazu podataka za pronalazak obitelji.

  • Europol mora zaustaviti trgovinu djecom pod krinkom posvajanja, a njegov Centar za kibernetički kriminal zaustaviti reklamiranje usvajanja djece iz ranjivih zemalja i populacija - zajedno s cijenama, i tretirati te mreže kao ono što jesu - organizirani kriminal.

  • Europska Unija treba osnažiti pomoć zemljama, koje nisu potpisnice Haške konvencije a iz kojih dolazi najviše trgovine djecom

Stop child trafficking in the European Union now!

The arrest of 8 Croatian citizens in Zambia on suspected child trafficking charges, while they tried to adopt children from DR Congo, should send alarm bells ringing all over the European Union.

The arrest of the Croats closely followed the news about 300 South Korean children, victims of child trafficking adopted overseas (as a supply for the ever-rising demand for international adoptions), and their public outcry for the truth of their identity.

It came about just after the powerful UN’s Joint statement on illegal intercountry adoptions, published in September 2022.

Cases of international child trafficking often involve tricking disadvantaged mothers into signing the documents, 'buying' children from their families, stealing children, and "children laundering" (people who have stolen or otherwise 'obtained' the children take them to court and claim they have been abandoned to get legal papers)

These cases make painfully clear that past Resolutions of the European Parliament on this subject have been inefficient. 

Here are just a few of the other cases:

The European Union has failed the children, victims of human trafficking. It has also failed the well-meaning adoptive parents who never dreamed they would be part of child trafficking.

As a result of the high demand for the adoption of children in the west many unscrupulous adoption agencies have made a business out of it, seeking to fulfill the demand by any means necessary. Especially in countries that didn't sign the Hauge Convention, suffer poverty or war, and have no rule of law. 

UN’s Joint statement on illegal intercountry adoptions, published in September 2022. lays out the framework, but it's not enough! You need to take action.

The European Union has to put a stop to this practice immediately.

We ask for:

  • An immediate ban on intercountry adoptions.
  • Immediate EU comprehensive implementation of UN's: "Joint statement on illegal intercountry adoption's strategies for reuniting the families."
  • Reconnect the adopted children with their families of birth (For that scope EU only needs to enlarge the existing Eurodac system to include support for the victims of intercountry adoptions and include the recommended DNA database.)
  • Europol’s European Cyber Crime Centre needs to stop child advertising with fees, and treat it as it is - an organized crime.
  • Strengthen the aid to the countries the most child trafficking is coming from.

The 'adoption' agencies are publicizing their services openly in the European Union, including the children's prices.

In Europe, right now, in the chaos of war, Ukrainian children are especially vulnerable. Millions of children are crossing EU border, and many are lost track of. As it came to light is the case in Croatia with children adopted from DR Congo after this state-enforced international adoption ban

At the same time, thousands of Ukrainian children have been taken away to Russia.

Many children worldwide are separated from their families by war and are victims of child trafficking. You must stop this practice now and do everything in your power to help the existing victims!
